Massachusetts Cues from CA Efforts and Introduces Bills to Legalize and Tax Marijuana

This is extremely good news and something I think we will see more and more of. We are seeing some interesting shifts in Marijuana Policy in the United States with both medical use and responsible legalization. The green light from Attorney General Eric Holder for individual states to allow their Medical Marijuana programs to operate without interference from the DEA or feds should have legislators scrambling to write new and better policies to assist people in their constituencies that could benefit from Marijuana.
But, what we are seeing on the other hand is Marijuana being so relatively harmless that people, politicians, and news outlets are now talking about it being available to responsible adults and making money off it by taxation. I think we all know how much money is being lost to the “Black Market”. Which is why with all the laxed Marijuana talk in the news, and comfortable setting the Obama administration has set for medical MJ policy, we now get to see the real super-power flex its muscle. Not compassion, sadly. But, Money. Still we all benefit in some amazing way with this shift to reasonable thinking.
House Bill 2929 and Senate Bill 1801 — seeking to “tax and regulate the cannabis industry” have been introduced in the Massachusetts legislature.
NORML SAYS:
These proposals seek to legally regulate the commercial production and distribution of marijuana for adults over 21 years of age. Like California’s proposal, they would impose licensing requirements and excise taxes on the retail sale of cannabis. By some estimates, these taxes could raise nearly $100 million in annual state revenue.
Adults who possess or grow marijuana for personal use, or who engage in the non-profit transfer of cannabis, would not be subject to taxation under the law.

BTW, Barney Frank, who introduced the Federal Bill to legalize the green last year, is a Congressman from MA, and Chairman of the House Committee on Finacial Services.
